MP Tables Amendment to Enable 14-Day Fuel Price Reviews During Crises

Rongo Constituency Member of Parliament Paul Abuor has proposed amendments to the Petroleum Act, 2019.

In a statement on April 20, 2026, the MP outlined a bill which aims to help cushion Kenyans against high fuel costs by allowing price adjustments every 14 days under a formally declared emergency framework.

The proposed changes come amid concerns over delays in passing global fuel price reductions to consumers as the Energy and Petroleum Regulatory Authority (EPRA) reviews fuel prices every month.

“Under the current framework of the Petroleum Act, 2019, fuel prices are adjusted once a month by the Energy and Petroleum Regulatory Authority. This creates a delay in passing the benefits of falling global prices to consumers,” the proposal statement added.

The proposed amendment would empower the Energy Cabinet Secretary, in consultation with EPRA, to declare an emergency pricing period in response to global disruptions affecting fuel supply and pricing.

According to reports, during such a period, fuel prices would be reviewed every 14 days, improving responsiveness and adjustments in line with global market trends.

The proposal also includes a provision prohibiting mid-cycle price increases during the emergency period.

According to Arbour, the amendment would not interfere with the existing fuel pricing formula, noting that factors such as landed costs and stock levels would still be considered.

The proposal will serve as a reform targeting the timing and responsiveness of the current pricing system, rather than introducing price controls.

“No adjustment will be made that risks supply disruption or financial distress. This is not price control, it is a timing improvement within the current system,” the statement added.
