Ruto Orders Review of School Capitation Rates

President William Ruto has directed the Ministry of Education to review the amount of capitation allocated to schools, citing rising costs and the need to provide institutions with adequate resources.

Speaking on Monday, October 5, during the World Teachers’ Day celebrations in Kasarani, Ruto noted that the current capitation rates were last reviewed in 2015.

The President pointed out that the government currently allocates KSh22,000 per learner for secondary schools and KSh14,000 for Junior Secondary Schools (JSS), with both rates having remained unchanged since the 2015 review.

Ruto directed the Ministry of Education and other stakeholders, including the Teachers Service Commission (TSC), to begin the review after the completion of the tertiary placement and funding process.

He argued that significant changes had taken place in the education sector and the wider economy since the last review, making it necessary to reassess the resources allocated to schools.

The President called for an upward review of the capitation rates for secondary schools, JSS and primary schools to ensure institutions have sufficient resources to support teaching and learning.

He proposed increasing the KSh22,000 secondary school capitation, KSh14,000 JSS allocation and KSh2,300 primary school allocation.

The review is expected to assess the financial requirements of schools and determine whether the current allocations are sufficient to meet the cost of educating learners.

Ruto further directed education stakeholders to prioritise the review once the tertiary placement and funding process is completed, setting the stage for a potential increase in government funding to schools.

The proposed review comes amid ongoing discussions on the financing of education and the financial pressures facing schools as they seek to meet operational and instructional needs.
