Former Deputy President Rigathi Gachagua on Thursday, March 5, claimed that the proposed National Infrastructure Fund (NIF) Bill could be used as a channel to influence the outcome of the 2027 General Election.
Speaking while responding to questions from journalists about the government’s justification for establishing the fund, Gachagua expressed doubt over the explanation given by the administration.
The government has argued that the fund would help finance infrastructure development without relying heavily on borrowing.

However, Gachagua dismissed the reasoning, alleging that the initiative could instead be used for political purposes ahead of the 2027 polls.
He further claimed that the Ksh5 trillion expected to be mobilised through the fund could be used to influence voters, arguing that the structure of the fund may bypass parliamentary oversight.
Notably, Kalonzo Musyoka, leader of the Wiper Patriotic Front, called on both the National Assembly and the Senate to reject the proposed National Infrastructure Fund (NIF) Bill.
He argued that the legislation is fundamentally flawed and should not proceed in its current form.
Opposition leaders questioned several provisions in the Bill, particularly a proposal that would grant the Treasury Cabinet Secretary control over a Ksh5 trillion fund—an amount exceeding the country’s annual national budget.
They warned that such financial authority should not exist without strict parliamentary oversight.
According to the opposition, any fund of that magnitude must remain accountable to Parliament to ensure transparency and proper governance.
They also expressed concerns about concentrating significant financial power within the Executive.
