Karua Demands Clarity After Reports RSF Financier Has Kenyan Citizenship

People Liberation Party (PLP) leader Martha Karua has challenged President William Ruto to address concerns over alleged irregularities in Kenya’s passport issuance.

Her demand comes after reports that a sanctioned Sudanese national, accused of funding the conflict in Sudan, was reportedly in possession of a Kenyan passport.

Karua specifically questioned how Algoney Hamdan Dagalo Musa, brother to Rapid Support Forces (RSF) commander Mohamed Hamdan Dagalo, also known as Hemeti, allegedly obtained Kenyan citizenship documents.

According to her statement, the revelation was confirmed when the United States Department of the Treasury updated its sanctions list to include Musa’s Kenyan passport.

Karua questioned how the sanctioned individual had reportedly obtained Kenyan citizenship, noting that the person had been seen in photographs with President William Ruto. 

She raised concerns over whether the issuance of such passports reflected lapses in the country’s immigration system and whether citizenship was being improperly granted.

Her remarks followed recent reports from the U.S. Department of the Treasury, which confirmed that Algoney Hamdan Dagalo Musa held a Kenyan passport and was moving freely despite being subject to international sanctions.

A recent Standard expose revealed that RSF financier Algoney Musa traveled freely using three passports, two Sudanese and one Kenyan often using Kenya as a base. 

His Kenyan passport was reportedly deactivated hours before the report aired, highlighting flaws in the issuance process.

The report also showed that over 20 Sudanese nationals were naturalized as Kenyan citizens, bypassing biometric checks, with some documents containing inconsistencies. 

Musa had been sanctioned by the U.S. Treasury in October 2024, followed by Canada and the EU.

Human rights activist and presidential hopeful Boniface Mwangi released a list of foreign nationals allegedly granted Kenyan passports, including a Zimbabwean entrepreneur under graft investigation and RSF officials like Musa. 

Despite the revelations, no official government response has been issued.
