Fake Certificate Lands Ex-IEBC Official in Legal Trouble

A former Independent Electoral and Boundaries Commission (IEBC) official has been arrested and charged for presenting a falsified academic certificate in a bid to secure a promotion.

The Ethics and Anti-Corruption Commission (EACC) confirmed that Lukaa Musamali Mukimi was arrested on Wednesday, November 19, and subsequently arraigned in court on Thursday, November 20.

According to the commission, Mukimi submitted a forged Bachelor of Arts in Social Studies (Public Administration) certificate, allegedly issued by Moi University, as part of his promotion application at IEBC.

Investigations by EACC determined that the document was falsified and that Mukimi knowingly presented it as genuine.

After concluding its investigations, the Ethics and Anti-Corruption Commission (EACC) forwarded the case to the Director of Public Prosecutions (DPP), who approved criminal proceedings against former IEBC official Lukaa Musamali Mukimi.

Mukimi faces charges of forgery, uttering a false document, and deceiving a principal under relevant provisions of the Penal Code and the Anti-Corruption and Economic Crimes Act.

He appeared before the Milimani Anti-Corruption Court, denied all charges, and was released on a cash bail of Ksh200,000 or a bond of Ksh500,000 with one surety. 

The case is scheduled for mention on December 4, 2025.
