Three Arrested in Plot to Commit Terrorism: Conspiracy Charges Filed

Three suspects have been charged with conspiracy to commit a terrorist act.

The Office of the Director of Public Prosecution (ODPP) shared in a statement on X that the three identified as Isaq Xasan, Noor Ali and Yusuf Maalim were accused of conspiring on February 18, 2025.

“The act involved the kidnapping of a foreign national working at the Sinohydro Corporation Limited Sewerage Construction site in Mandera town”, part of the statement read.

They were also faced charges of being members of a terrorist group called Al-Shabaab on February 21 2025, after being linked to the outlawed terrorist group who pleaded not guilty.

After being presented to the Kahawa Law Courts before Principal Magistrate Gideon Kiage on Wednesday, 26, 2025, they pleaded not guilty to they crime.

However, Noor and Yusuf were jointly charged with helping Xasan to fraudulently apply for a Kenya ID card on July 3, 2024, in Mandera town.

Xasan was separately charged with attempting to acquire a fraudulent Kenyan ID. He pleaded guilty and was convicted.

Yusuf was also convicted for allegedly providing false information to a public servant, and his bail was denied.

The three suspects were remanded at Kamiti Security Prison.

Their bond ruling will be heard on April 4 2025.
