Maraga Calls for Probe Into Disappearance of Davis Lichuma

Former Chief Justice David Maraga has called for the immediate production of missing activist Davis Lichuma, who disappeared following the June 25 Gen Z anniversary protests in Nairobi’s Central Business District (CBD).

In a statement issued on Sunday, June 28, Maraga said Lichuma was among those who participated in the peaceful procession to commemorate lives lost during the Gen Z demonstrations over the past two years before he reportedly went missing.

The former Chief Justice also raised concern over what he described as a growing trend of security officers conducting operations while concealing their identities, arguing that the practice undermines accountability and the rule of law.

He maintained that policing should be carried out within the framework of the Constitution and must not be used to intimidate citizens.

Maraga further called on President William Ruto to explain the conduct of security agencies during recent protests, questioning whether different security units were operating under separate instructions and demanding clarity over allegations of unlawful operations against civilians.

He urged that all officers deployed during public order operations be clearly identifiable at all times and called on Inspector General of Police Douglas Kanja to ensure clear command responsibility is established and publicly communicated for all security operations.

Maraga also demanded a full account of all persons reported missing following the June 25 protests, with particular emphasis on establishing the whereabouts of Lichuma, who was reportedly picked up by unknown individuals after taking part in the demonstrations.

He reiterated that the constitutional right to peaceful assembly must be fully respected and called for accountability from all state agencies involved in maintaining law and order during public demonstrations.
