Directorate of Criminal Investigations (DCI) have arrested a fraudster who allegedly duped a Kenyan woman working in Lebanon by posing as the personal assistant to the Head of Public Service, Felix Koskei.
In a statement released on August 21, the DCI disclosed that the suspect, Abraham Kimeli, orchestrated the scheme that left the victim swindled out of KSh130,000.
According to DCI, the saga began in February 2024 when the woman, employed in Lebanon, connected with a TikTok user who went by the name ‘City Tycoon.’

Investigators revealed that Kimeli quickly gained her trust by sharing his mobile phone number and portraying himself as a powerful figure in government circles.
He is further said to have convinced the victim of his influence by presenting a forged document, purportedly issued by the Public Service Commission, to make the job offer appear legitimate.
The victim sent a total of Ksh130,000, only to discover later that the promised government job was a scam.
The investigative agency noted that the forensic tracking led to Kimeli’s arrest, bringing an end to the con that had left the victim devastated.
