The charges were brought by the County Assembly and accused the governor of gross violations of the Constitution and various laws governing county administration.
The charges include claims that Guyo has failed to fulfill a key constitutional requirement by not delivering the annual State of the County address since assuming office.
He is also accused of overstaffing and unlawful appointments within the governor’s office.
Another charge concerns the allegation of bypassing the County Public Service Board in establishing key positions and ignoring directives on public debt management.
Following the reading of the charges, the county boss formally entered a plea of not guilty on all three grounds.
