Commission on Administrative Justice Appoints New CEO

The Commission on Administrative Justice (Office of the Ombudsman) has appointed Naisiae Paloshe Tobiko as its new Chief Executive Officer and Commission Secretary following a competitive recruitment process.

In a statement issued on Tuesday, June 16, the commission said Tobiko emerged as the successful candidate after a merit-based recruitment exercise that attracted 40 applicants, with 10 candidates shortlisted for interviews.

The commission said the recruitment process complied with the Constitution, the Commission on Administrative Justice Act and the Public Service Commission’s recruitment guidelines.

It added that candidates were assessed on their leadership, strategic vision, integrity and professional competence before the final selection was made.

Tobiko brings more than 15 years of experience in governance, electoral management and public administration. 

Before her appointment, she served as a County Elections Manager at the Independent Electoral and Boundaries Commission (IEBC).

She previously held several senior positions at the IEBC, including Manager of Commission Services, Manager of Field Services, Office Executive to the Chairperson and Constituency Elections Coordinator, where she oversaw electoral operations, stakeholder engagement and institutional planning.

She holds a Master of Arts degree from the University of Nairobi and a Bachelor of Arts degree in Communications from Daystar University. 

She has also undertaken professional training in strategic leadership development, democratic elections management, public relations and public administration.

As CEO and Commission Secretary, Tobiko will oversee the commission’s operations, implement its strategic agenda and spearhead efforts to promote administrative justice, improve accountability and transparency in public institutions, and protect citizens’ rights in their interactions with government agencies.
