KeNHA Confirms Luka Kipchumba Kimeli as Director General

Luka Kipchumba Kimeli has been confirmed as the Director General of the Kenya National Highways Authority (KeNHA) after serving in an acting capacity for seven months.

In a notice issued on Wednesday, February 18, KeNHA Board Chairperson Winfridah Ngumi announced Kimeli’s appointment, which followed consultations with Transport Cabinet Secretary Davis Chirchir. 

The confirmation takes effect from February 17, 2026.

The board said Kimeli’s appointment followed a competitive and transparent recruitment process conducted in line with the Kenya Roads Act, 2007, and other relevant public service regulations.

“The Board of Directors of the Kenya National Highways Authority (KeNHA), acting in consultation with the Cabinet Secretary, Ministry of Roads and Transport, is pleased to announce the appointment of Eng. Luka Kipchumba Kimeli as the Director General with effect from 17th February 2026,” read the notice in part.

Kimeli brings 27 years of experience in infrastructure development, strategic program delivery, and public sector leadership within the Roads sub-sector, positioning him to steer KeNHA’s mandate of managing national roads efficiently.

KeNHA Board Chairperson Winfridah Ngumi expressed confidence that Luka Kipchumba Kimeli will lead the authority effectively, helping deliver world-class highway infrastructure with efficiency, accountability, and service excellence.

Kimeli has been serving as the acting Director General of KeNHA since July 11, 2025, following the resignation of his predecessor, Kungu Ndungu. 

The board announced Ndungu’s resignation and Kimeli’s appointment as acting head on the same day.

Ngumi said the board congratulated Kimeli on his appointment and assured him of full support as he assumes office permanently.

The KeNHA board did not provide further details regarding Ndungu’s departure, but Kimeli’s extensive experience in infrastructure and public sector leadership is expected to guide the authority toward achieving its mandate of managing national roads and supporting regional integration.
