The Government of Ghana has released a statement following online reports involving a Russia national accused of secretly recording and sharing intimate videos of women without consent.
In a statement on Saturday, February 14, 2026, the country’s Gender Ministry said it is aware of allegations that a foreign man engaged with Ghanaian women, recorded the encounters, and circulated the content online.
According to the Ministry, such acts are a serious criminal offence and a violation of privacy and human dignity, directing the immediate investigations into the matter.
“The non-consensual recording and distribution of intimate images is a criminal offence and a clear violation of dignity and privacy,” the Ministry noted.
“It is important to state that, before these reports, the Ministry of Gender had already been working with the Ministry of Communication on measures to prevent and respond to image-based sexual abuse,” it added.
The government of Ghana further said that going efforts include digital safety interventions, engagement with online platforms, and mechanisms for reporting and takedown of abusive content.
It also noted that it is working with other government agencies, online platforms, the police, and international partners to remove harmful content and explore cross-border cooperation.
This comes after the Russian man was also spotted in Kenya.
In the circulating videos, he was seen approaching women, initiating conversation and then arranging private meet-ups at his private apartment.
The videos also showed him complimenting women, asking for their phone numbers, and consequently persuading them to accompany him to his apartment, with most happening within hours of first meeting.
The man is allegedly believed to have used smart glasses, possibly Ray-Ban Meta glasses, to capture encounters without women’s knowledge.
