Lands Ministry Engineer Arrested for Forged Transport Letter

The Directorate of Criminal Investigations (DCI) has arrested Richard Kirui Bongei, a principal engineer at the Ministry of Lands, Housing and Urban Development, over allegations of forging a letter purportedly issued by the State Department of Transport.

The arrest, which took place on Wednesday, November 16, in Athi River, Machakos County, was carried out by detectives from the DCI’s Serious Crime Unit.

Bongei’s arrest follows a DCI investigation into a complaint by the State Department of Transport concerning a suspicious letter that appeared to extend the term of Martyne Luther Lunani as Director of Aircraft Accident Investigation at the Ministry of Roads and Transport.

The letter, dated May 6, 2024, was found to be forged and sought to grant Lunani a three-year extension in his position.

It was flagged by the State Department of Transport and referred to the DCI for forensic verification.

DCI forensic experts confirmed that the letter was forged, prompting detectives to trace its origin. The investigation linked the fake document to Richard Kirui Bongei, leading to his arrest.

Bongei was taken into custody and processed ahead of his court arraignment.

Meanwhile, authorities are still pursuing Martyne Luther Lunani, who remains at large in connection with the forgery case.
