The Interior Cabinet Secretary has officially gazetted the Muslim Brotherhood and Hizb-ur-Tahrir as terrorist entities under the 2025 Prevention of Terrorism Order, marking a significant step in the government’s counterterrorism framework.
In a gazette notice dated September 19, CS Murkomen declared that the designation would remain in force indefinitely unless it is revoked by his office or successfully challenged and overturned in a court of law.
He emphasized that the classification was informed by security intelligence linking the groups to extremist ideologies and activities that threaten national and regional stability.

By virtue of this declaration, it is now unlawful for any individual or organization in Kenya to fund, recruit, or provide any form of support to the Muslim Brotherhood or Hizb-ur-Tahrir.
Operating under the banner of these groups is also strictly prohibited, with violators facing prosecution under Kenya’s anti-terrorism laws.
The decision underscores the government’s commitment to intensifying the fight against violent extremism and protecting national security.
It also aligns Kenya with international counterterrorism obligations and cooperative security frameworks.
