UDA MP Raises Concerns Over HELB Disbursement Delays

Kirinyaga Woman Representative Njeri Maina has issued a requisition to the Departmental Education Committee over delayed disbursement of Higher Education Loans Board (HELB) funds.

Speaking during the National Assembly on 18th February 2024, the Kirinyaga MP called on the departmental committee to provide clarification on the funding crisis midst complaints from students nation wide.

“Despite the government undertaking to revert the old HELB model, there has been an apparent lack of commitment to timely disbursement of funds to students” Njeri said.

The Kirinyaga woman rep also claimed that they delayed release of funds was in violation of Article 43 (1) which guarantees every Kenyan the right to education.

She therefore requested for the comprehensive reports for the funding detailing the total amount of funds disbursed by the National Treasury under HELB including specific dates of the disbursements.

The High Court had previously declared the new higher education funding model unconstitutional.

This affected university students who depends on the funds for their education and upkeep in their higher learning Institutions.

However, the students protested in February over delays in disbursed funds which prompted HELB to disburse the funds to first and second year students using the old model as they await decision on appeal against the High Court.
