Education Cabinet Secretary Julius Ogamba has revealed that the government will appeal the High Court’s decision to cease the Mid-Year Kenya Certificate of Secondary Examinations (KCSE).
A petition was filed to cease the administration of the Mid-Year KCSE Examinations.
The petition filed by Magare Gikenyi argued that the planned examination was unfairly impacted and could affect both learners and exam integrity.
He also argued that the tests were introduced without public participation claiming that no Stakeholders were involved in the process.

Regarding the petition, Kisii High Court Lady Justice Odera Achieng on Wednesday 29th January 2025 delivered a ruling stating that the petition met the threshold for issuing conservatory orders.
Education PS Belio Kipsang announced that the government would comply with the court order and revert the exams to November.
He added that the candidates registered for the July series could potentially sit for the November KCSE examinations if the court fails to lift the prevailing orders.
However, Education CS Migos Ogamba disclosed that the Ministry has instructed its legal team to begin the process of appealing the petition.
As a government, we are determined to ensure the Mid-Year exams are administered for the benefit of the students. At the moment, our lawyers need to examine the basis of the conservatory order and respond accordingly.
The CS explained.
Ogamba added that they would look into the issue to ensure no rights are violated and proceed with the appeal.
