DCI Launches New Biometric System to Speed Up Good Conduct Certificates

The Directorate of Criminal Investigations (DCI) has announced the introduction of a new biometric system aimed at improving the processing of Police Clearance Certificates, commonly known as Certificates of Good Conduct.

In an update issued on Wednesday, July 15, the agency revealed that the Multi-Biometric Identification System (MBIS)-ABIS Version 5 will be launched on Monday, July 20, 2026.

According to the DCI, the new platform is designed to modernise the certificate application process by enhancing identification capabilities and reducing processing times for applicants seeking the document.

The agency described the system as a major technological upgrade that will enable faster and more efficient service delivery. 

Additional details regarding its features and operation are expected to be unveiled during the official launch.

The Certificate of Good Conduct remains one of the most sought-after government documents in Kenya, particularly among job seekers, individuals applying for visas and those seeking various government services.

Currently, applicants are required to submit their applications through the eCitizen platform and pay a processing fee of Ksh1,050 before booking an appointment for fingerprint capture at a Huduma Centre or a designated DCI office.

Once the fingerprints are taken, the information is processed and subjected to criminal record checks before the certificate is issued. 

The process typically takes at least two weeks, after which successful applicants receive an SMS notification prompting them to download the certificate from the eCitizen portal.

The rollout of the new biometric identification system is expected to improve efficiency, reduce waiting periods and enhance the accuracy of applicant verification across the country.
