Four suspects have been arrested in connection with an alleged employment fraud syndicate that duped job seekers by falsely claiming they could secure them jobs at the National Intelligence Service (NIS).
In a statement, the Directorate of Criminal Investigations (DCI) said detectives from DCI Central in Nairobi launched investigations after receiving a complaint from a victim who reported losing Sh600,000 to individuals who promised to facilitate her recruitment into the country’s intelligence agency.
According to the DCI, the suspects allegedly convinced the victim that they had the ability to influence the recruitment process before issuing her with what appeared to be an official NIS calling letter to make the offer seem genuine.

The fake document purported that the victim had been successfully recruited into the National Intelligence Service, prompting her to hand over the money in the belief that she had secured employment.
Following investigations and intelligence-led operations, detectives tracked down and arrested four suspects identified as Patrick Kibor, Moses Tarus Kibor, Humphrey Ngeiywo Kutuli, and Abraham Kimeli.
During the operation, officers recovered several documents believed to have been used in the fraudulent scheme. The documents have since been subjected to forensic examination to establish their authenticity and determine the full scope of the suspected syndicate’s activities.
The four suspects remain in police custody as detectives finalize investigations ahead of their arraignment in court.
The DCI cautioned members of the public against falling victim to employment fraud, noting that recruitment into government institutions follows established procedures and does not require applicants to pay any fees at any stage of the process.
The agency urged anyone who is asked to part with money in exchange for a government job to treat the offer as fraudulent and report the matter to the nearest police station or DCI office immediately.
