WASREB Opens Water Tariff Review in Kisumu, Kirinyaga, Mandera

Mandera, Kisumu, and Kirinyaga counties might soon pay higher water bills as the Water Services Regulatory Board (WASREB) kick-starts the process to review water tariffs in the counties.

In a statement on Tuesday, March 31, 2026, WASREB confirmed that it has received applications from four Water Service Providers seeking retail license approvals and tariff adjustments.

According to the board, the companies include the Kisumu Water and Sanitation Company Limited (KIWASCO), Kirinyaga County Water and Sanitation PLC (KICOWASCO), Rukanga Makutano Water and Sanitation PLC (RUMAWASCO), and Takaba Water and Sewerage Company (TAWASCO).

“The Water Services Regulatory Board (WASREB) has received applications for water services retail licences and tariff adjustments pursuant to Section 72(1)(b) and (c) of the Water Act, 2016,” the notice read.

“The proposed tariffs are intended to enable full cost recovery, ensure sustainable service delivery, and support critical investments aimed at improving water services. The applications have been submitted by the following Water Service Providers (WSP),” the notice added.

The board futher confirmed that the water service providers will conduct public consultation meetings, both virtually and physically, across the affected areas between April 16 and April 24.

“Therefore, in compliance with WASREB’s principal objective under the Water Act 2016 Section 7011 and Section 187111, we hereby notify the public of upcoming consultation meetings. These meetings will provide stakeholders with an opportunity to express their views on licensing, service delivery, tariff adjustments, and potential service improvements,” the notice further read.
