The Independent Policing Oversight Authority (IPOA) has confirmed that investigations into the fatal shooting of a 14-year-old boy in Utange, Mombasa County, are progressing steadily.
In a statement issued on Tuesday, January 6, IPOA Chairperson Ahmed Issack Hassan said the probe was launched immediately after the incident and has since entered a critical and advanced phase.
IPOA noted that the investigation, which began on January 2, 2026, following the death of Dennis Ringa Swaleh at Utange-Swale Nguru Shopping Centre in Kisauni Sub-County, has already yielded substantial evidence.

The authority added that it has recorded statements and collected testimonies from individuals directly and indirectly linked to the incident.
IPOA added that investigations are still ongoing, with additional procedural steps being undertaken to strengthen the case.
The authority said more witnesses are expected to be interviewed, while some of the evidence already collected will be forwarded for ballistic analysis.
IPOA said the findings will be forwarded to the Director of Public Prosecutions once investigations are complete.
Meanwhile, human rights group VOCAL Africa cited postmortem results showing the 14-year-old was shot from behind, arguing he posed no threat at the time.
The organisation condemned the killing as a grave human rights violation and called for full accountability, as the victim’s mother appealed for swift justice.
