The Nairobi County Assembly is seeking to introduce guidelines to regulate non-motorised modes of transport to reduce congestion and restore order within the CBD.
In a recent motion tabled by Kileleshwa MCA Robert Alai, the county government plans to introduce requirements for all non-motorised means of transport to be registered.
These include wheelbarrows, rickshaws, handcarts, animal-drawn carts, luggage trolleys, and tricycles.

According to Alai,this will address congestion and safety concerns caused by the widespread use of these transport modes.
Part of the proposed policies include the introduction of reflective number plates, reflective jackets and insurance coverage to protect against accidents and third-party damages.
He moreover noted that these measures would enhance lane discipline and provide a framework for operators to acquire road safety knowledge.
The motion has sparked a lot of debate online forcing the MCA Alai to explain depper on the motion.
Taking to social media on Thursday morning, Alai clarified that the installation of reflective number plates, as proposed in his Bill, would be completely free.
He further noted that the number plates, which will follow a ‘047-XXX’ format, are simply a way for the county government to recognise casual labourers.
“047-XXX registration numbers and plates for Mkokoteni, wheelbarrow and trolley pushers will be given for free. We just want to recognise the hustle,” Alai stated.
