DPP Orders Probe Over Waste Disposal Issues and Sewer Damage at KPLC Premises

The Office of the Director of Public Prosecutions (ODPP) has written to the Directorate of Criminal Investigations (DCI) to launch investigations and take action against those responsible for illegally dumping waste and disrupting the sewer system at the Kenya Power premises in Nairobi.

In a letter dated February 26, Deputy DPP Jacinta Nyamosi said the occurrence has caused anxiety among the public and is, therefore, a matter of legitimate public interest.

“Left unchecked, the issue may snowball into a serious health hazard that might have multiple repercussions not only to the area of concern but the capital as a whole,” Jacinta said.

“It is, therefore, prudent that investigations are commenced into the genesis of this matter for a viable solution to be achieved,” she added.

The Deputy DPP told the DCI to liaise with relevant Stakeholders in public health, environment, water, and sanitation in respect of the alleged matter and submit the inquiry results within seven days upon receipt of the letter.

The confrontation began when Kenya Power disconnected electricity to several Nairobi County Offices on February 14, 2025, over an unpaid bill of Ksh.3 billion.

In retribution, the county government took drastic measures on Monday and dumped garbage outside KPLC headquarters, blocking sewer lines and cutting off water supplies to its buildings.

Nairobi Governor Johnson Sakaja did not like how the county handled the matter, particularly the enforcement officers’ actions who saw county trucks offload garbage at the Kenya Power premises and temporarily cut off the water supply.

In response to the matter, the Governor said that all services that had been cut off due to the feud would be restored.

He also revealed that the City Hall’s commercial disputes, including the ongoing one with Kenya Power, will be resolved directly with the Cabinet Secretary for Energy.

However, the National Assembly Speaker Moses Wetangula directed the Parliamentary Committee Chairperson to summon IG Douglas Kanja to explain why action has not been taken against the Nairobi County Government for dumping garbage in front of Kenya Power Offices.
